Background: 'Noisy' Setting

Well, this is my second entry for "The World Ends With You" contest. My first can be found here: ([link]).

Quite simply it's a setting. This was part of a different entry, and it seemed like a pretty strong, stand-alone work, so I entered it under its respective category: background. Based on some of the concept art examples, I wanted to somehow recreate a few of them but from a different perspective. Also, I sort of wanted to give some idea of what a transitioning setting might look like. That, however, is based on the idea that the crazy, "Tron-like" settings occur when the "Noise/Reapers" invoke their influence (I don't know if that's the actual story, though).
